KINGSTON – A Kingston woman has been indicted for vehicular manslaughter and other charges in connection with the death of a bicyclist she allegedly struck in 2022.
The Ulster County District Attorney’s office announced the indictment against Vanessa Lowe, 62, of Kingston.
According to the district attorney’s office, Lowe allegedly struck bicyclist Christine Tarasco, 65, also of Kingston, with her 2008 Honda Accord in a collision that took place shortly after 3:30 p.m. on Dec. 27, 2022, on Pine Grove Avenue in the City of Kingston.
An emergency medical services crew that responded to the scene was able to revive Tarasco. They transported her to HealthAlliance of the Hudson Valley Hospital in Kingston, where she died from her injuries.
An investigation was subsequently conducted by the Kingston Police Department and the district attorney’s office. Toxicology reports revealed controlled substances in Lowe’s system at the time of the collision.
An Ulster County grand jury subsequently indicted Lowe on charges of second-degree vehicular manslaughter and second-degree assault, both felonies, and driving while ability is impaired by drugs, a misdemeanor.

On April 3, 2025, a warrant of arrest for Lowe was issued by the Ulster County Court. Kingston police arrested Lowe later the same day.
She was arraigned in Ulster County Court before visiting Sullivan County Court Judge James Farrell and sent to the Ulster County jail in lieu of $50,000 cash bail, $100,000 bond or $500,000 partially secured bond, pending further court action.
Lowe is represented by the Ulster County Office of the Public Defender. A representative of the office could not immediately be reached for comment.
